Water pump on 1970 Chrysler 9.9 will not circulate water unless water level on motor leg is high enough to submerge the pump. Have replaced impeller. Any suggestions?

At idle or in a test barrel that is situation normal. If it won't pump at speed then you have a problem.

When the motor is speeded up in the barrel, no water shows up in the tell tale unless the level of the water in the barrel is above the level of the water pump.

Simply put the pump is NOT self priming.----Water level must be 6" above the pump or you risk damaging the impeller.
