I'll be darned, I've seen VW air cooled motors in a lot of different stuff, never knew they put 'em in a boat! That would be the 36hp horizontally opposed air cooled 1100cc (I believe).

It's a very cool boat for 1949. Have not been able to find out much about the boats designer, Delfosse, other than he also designed race cars.
A 1957 VW marine engine. 
A boat named "Water Bug" VW power
