It appears to be a nylock nut. Its locked in place by the nylon insert you can see. It may take a little effort but it should come off.

ok thank you,

it just feels like something will break and i need to replace the seals as I have milky gear oil. I guess i just need to wedge the propeller real good as i try to loosen that bolt.
never done this before but plan to give it a try

And it's missing the tab washer that locks it.

Use a 2x4 or other suitable hunk of wood between the propeller and the lower structure of the lower unit. This will jam the prop and keep it from moving.

Use an appropriate-sized socket, and a long breaker bar if you have one. Harbor Freight sells a Pittsburgh brand 25" long 1/2" drive breaker bar at a cheap price, that will have plenty of leverage to bust that prop nut loose.

If it's really stuck, heat the nut with a propane or MAPP torch and that should help.

Okay I did get the nut off I had to add a leverage pipe to the ratchet and then stand on the pipe to get it to break the nut-free, now this next ribbed washer, is here a tool or do I just hammer this thing to loosen up this piece up
