I read through all the articels about gel coat restoring and feel pretty comfortable with the process,but when I went and looked at the boat today,I noticed it was painted a while ago.Do I still procede with wet sanding ?

If you want to have gel coat, the paint has to come off. The gel coat may not be great if it's painted. If the paint looks decent, you could try wet sanding a place that wouldn't be readily noticeable. If it's Brightsides, and you wet sand it, it will have to be painted again if you want to stick with paint. Most other paints can be wet sanded and brought to a gloss.
