TOPIC: rudder log question...

Some of you know I have a outboard kids ride boat from the LeSourdsville Lake, Ohio Amusement Park. When I bought the boat there was no motor, no shaft log, and no rudder.
Well, I am looking on Ebay, and see a rudder that has diameter of approx..88 inches. the measured dia, of the rudder log stuffing box, and rudder stuffing box, and ruder clamp is between .734 and .754 dia. (Harbor Freight calipers which is close enough for me) How easy is it to turn the shaft dia. down to fit shaft stuffing box with a rudder blade. 11x12 size? and what clearance is acceptable for stuffing material ?
