TOPIC: carburetor issue

I am working out some small issues:
My lower carb is making a sucking sound. When I shine a light in the carburetor throat and increase the rpm I see fuel drops. Are these problems related and what could cause these fuel drops? I already disassembled the carb, changed the lower half amd fitted a new seal to see if this would help but it wouldn't, so it's probably the upper section.

Another problem is that the timing mark is not steady at low speeds, even after fitting petronix ignition. Could this be caused by the carburetor problem?
